WARRANT FOR DISTRICT BUDGET MEETING

 OF

 SCHOOL ADMINISTRATIVE DISTRICT NO. 4

 

To Michael Dexter, a resident of School Administrative District No. 4 in the Counties of Piscataquis and Somerset, and the State of Maine.  Greetings:  In the name of the State of Maine, you are hereby required to notify and warn the inhabitants of School Administrative District No. 4 in said Counties and State, qualified by law to vote in School Administrative District No. 4 affairs, to meet at Piscataquis Community Middle School, in the Town of Guilford, on Monday, June 11th, 2007 at 7:00 p.m., Daylight Savings Time, then and there to act upon the following articles, to wit:

 

ELECTION OF MODERATOR:

 

ARTICLE I - To elect a moderator to preside at said meeting.

 

TUITION STUDENTS:

 

ARTICLE II – To see whether the Board of Directors shall be authorized to accept students on a tuition basis.

 

SAD #4 CONTRIBUTION TO TOTAL COST OF FUNDING PUBLIC EDUCATION FROM KINDERGARTEN TO GRADE 12 [as required by Maine Revised Statues, Title 20-A, §156901 (1A)]:

ARTICLE III - To see what sum the District will appropriate for the total cost of funding public education from Kindergarten to Grade 12 as described in the Essential Programs and Services Funding Act and to see what sum the district will raise and assess as each municipality’s contribution to the total cost of funding public education from Kindergarten to Grade 12 as described in the Essential Programs and Services Funding Act in accordance with the Maine Revised Statutes, Title 20-A, section 15688:

Recommend $2,343,600.00

M.S.A.D. #4’s contribution to the total cost of funding public education from Kindergarten to Grade 12 as described in the Essential Programs and Services Funding Act is the amount of money determined by state law to be the minimum amount that the district must raise and assess in order to receive the full amount of state dollars.

APPROPRIATION FOR ADDITIONAL LOCAL FUNDS [as required by Maine Revised Statues, Title 20-A, §15690 (3A)].

 

ARTICLE IV – Shall MSAD #4 raise and appropriate $328,274.99 in additional local funds, which exceeds the State’s Essential Programs and Services allocation model by $69,970.53 as required to fund the budget recommended by the Board of Directors?

 

The Board of Directors recommends $328,274.99 for additional local funds and gives the following reasons for exceeding the State’s Essential Programs and Services funding model by $69,970.53:  To provide programming that is not adequately recognized through the State’s Essential Programs and Services formula in the areas of co-curricular, technology, administration, clerical and teaching staff.


Recommend $328,274.99

The additional local funds are those locally raised funds over and above the school administrative unit’s local contribution to the total cost of funding public education from Kindergarten to Grade 12 as described in the Essential Programs and Services Funding Act and local amounts raised for the annual payment on  non-state funded debt service that will help achieve the district budget for educational programs.

TOTAL BUDGET ARTICLE [as required by Maine Revised Statues, Title 20-A, §15690 (4A)].

 

ARTICLE V - To see what sum the District will authorize the Board of Directors to expend for the fiscal year beginning July 1, 2007 and ending June 30, 2008 from the District’s contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act, non-state-funded school construction projects, additional local funds for school purposes under the Maine Revised Statutes, Title 20-A, section 15690, unexpended balances, tuition receipts, state subsidy and other receipts for the support of schools.

 

A school administrative unit must include a summary article indicating the total annual budget for funding public education from kindergarten to grade 12 in the school administrative unit.  The amount recommended must be the gross budget of the school system.  This article does not provide money unless the other articles are approved.

Recommend  $7,034,603.37

 

RESERVE FUND:

 

ARTICLE VI - To see what sum the District will appropriate from the ending balance of school general operating funds for the fiscal year beginning July 1, 2006 and ending June 30, 2007 to establish a reserve for the purpose of building renovations, repairs and replacements.

 

Recommend  $100,000

 

ARTICLE VII - To see what sum the District will authorize the Board of Directors to expend for the fiscal year beginning July 1, 2007 and ending June 30, 2008 from the reserve already established for the purpose of  building renovations, repairs and replacements.

 

Recommend (up to)  $100,000

 

ADDITIONAL STATE SUBSIDY:

 

ARTICLE VIII - To see if the District will reduce the additional local appropriation pursuant to Maine Revised Statues, Title 20-A, § 15690(3) for public schooling by the amount of any unanticipated state general purpose aid received for the fiscal year beginning July 1, 2007 and ending June 30, 2008.

 

ADULT EDUCATION:

 

ARTICLE IX - To see what sum the District will appropriate for the Piscataquis Valley Adult Education Cooperative (Recommend $28,750) and to see what sum the District will raise as the local share.

 

Recommend  $28,750.00

 

The total budget for the Piscataquis Valley Adult Education Cooperative (M.S.A.D. #4, #41 & #68) is $242,997.

 

 

As per M.R.S.A 20-A, Section 15693, Subsection (1) (c)…”This budget does not include the estimated
amount of $652,360.10 in employer share of teacher retirement costs that is paid by the State.”
