Call to Order: The meeting was called to order by Superintendent Paul Stearns at 7:00 P.M.

ARTICLE I - Election of Moderator:
A motion was made by Pamela Goulette and seconded by Charles Woodmancy that Paul Davis be nominated as the moderator.
A motion was made by William Hume and seconded by Richard Drummond that nominations cease.

ARTICLE II - Tuition Students:
A motion was made by William Hume and seconded by Pamela Goulette that the Board of Directors be authorized to accept students on a tuition basis.

ARTICLE III - Appropriation for Foundation Allocation:
A motion was made by Pamela Goulette and seconded by Charles Woodmancy that the District will appropriate for the total cost of funding public education from Kindergarten to Grade 12 as described in the Essential Programs and Services Funding Act and to see what sum the district will raise and assess as each municipality’s contribution to the total cost of funding public education from Kindergarten to Grade 12 as described in the Essential Programs and Services Funding Act in accordance with the Maine Revised Statutes, Title 20-A, section 15688:

M.S.A.D. #4’s contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act is the amount of money determined by state law to be the minimum amount that the district must raise and assess in order to receive the full amount of state dollars.

ARTICLE IV – Appropriation for Local Additional Funds:
Shall MSAD #4 raise and appropriate the sum of (Recommend 328,274.99) in additional local funds, which exceeds the State’s Essential Programs and Services allocation model by $69,970.53 as required to fund the budget recommended by the Board of Directors?
The Board of Directors recommends $328,274.99 for additional local funds and gives the following reasons for exceeding the State’s Essential Programs and Services funding model by $69,970.53: To provide programming that is not adequately recognized through the State’s Essential Programs and Services formula in the areas of co-curricular, technology, administration, clerical and teaching staff.
The additional local funds are those locally raised funds over and above the school administrative unit’s local contribution to the total cost of funding public education from Kindergarten to Grade 12 as described in the Essential Programs and Services Funding Act and local amounts raised for the annual payment on non-state funded debt service that will help achieve the district budget for educational programs.
Recommend $328,274.99
A motion was made by Pamela Goulette to amend the Article IV to read: To see what sum the municipality/district will raise and to appropriate the sum of (Recommend $ 228,274.99 ) in additional local funds for school purposes under Maine Revised Statutes, Title 20-A, §15690. Recommend $ 228,274.99_
Explanation: The additional local funds are those locally raised funds over and above the school administrative unit’s local contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act and local amounts raised for the annual payment on non-state funded debt service that will help achieve the municipality/district budget for educational programs. The additional local funds are below the State’s Essential Programs and Services funding model by $30,029.47

ARTICLE V – Summary:
A motion was made by Pam Goulette and seconded by Charles Woodmancy that the District will authorize the Board of Directors to expend for the fiscal year beginning July 1, 2007 and ending June 30, 2008 from the District’s contribution to the total cost of funding public education from Kindergarten to Grade 12 as described in the Essential Programs and Services Funding Act, non-state-funded school construction projects, additional local funds for school purposes under the Maine Revised Statutes, Title 20-A, section 15690, unexpended balances, tuition receipts, state subsidy and other receipts for the support of schools.
A school administrative unit must include a summary article indicating the total annual budget for funding public education from Kindergarten to Grade 12 in the school administrative unit. The amount recommended must be the gross budget of the school system. This article does not provide money unless the other articles are approved. Recommend $7,034,603.37

ARTICLE VI – Capital Reserve Fund:
A motion was made by Anita Kain and seconded by Ralph Eastman that the District will authorize the Board of Directors to appropriate from the fiscal year beginning July 1, 2006 and ending June 30, 2007 to establish a reserve for the purpose of building renovations, repairs and replacements. Recommend $100,000

ARTICLE VII – Capital Reserve Fund:
A motion was made by Ralph Eastman and seconded by Charles Woodmancy that the District will authorize the Board of Directors to expend in the fiscal year beginning July 1, 2007 and ending June 30, 2008 from the reserve already established for the purpose of building renovations, repairs and replacements. Recommend $100,000

ARTICLE VIII – Additional State Subsidy
A motion was made by Pam Goulette and seconded by Nancy Hall that the District will authorize the Board of Directors to reduce the additional local appropriation pursuant to Maine Revised Statues, Title 20-A, § 15690(3) for public schooling by the amount of any unanticipated state general purpose aid received for the fiscal year beginning July 1, 2007 and ending June 30, 2008.

ARTICLE IX – Adult Education:
A motion was made by William Hume and seconded by Pamela Goulette that the District will appropriate for the Piscataquis Adult Education Cooperation (Recommend $28,750) and to see what sum the District will raise as the local share. Recommend $28,750.00
The total budget for the Piscataquis Adult Education Cooperative (M.S.A.D. #4, #41 & #68) is $242,997.
