ANNUAL DISTRICT BUDGET MEETING
DATE: Tuesday, June 13, 2006

Call to Order:             The meeting was called to order by Superintendent Paul Stearns at 7:07 P.M.

Voters Present:          172 voting members present    

1.         ARTICLE I -  Election of Moderator: 

A motion was made by Pamela Goulette and seconded by Michael Regan that Paul Davis be nominated as the moderator.

A motion was made by Patricia Davis and seconded by Pam Goulette that nominations cease.

                                    Vote:   Yes ~ Unanimous

2.         ARTICLE II – Board Pay Increase

A motion was made by Anita Kain and seconded by Nancy Hall that the Board of Directors be paid compensation at the rate of $25.00 for each meeting that each director attends.

3.       ARTICLE III - Tuition Students:  

A motion was made by Donna Littlefield and seconded by George Nuite that the Board of Directors be authorized to accept students on a tuition basis.

SAD #4 contribution to total cost of funding public education from Kindergarten to Grade 12 (as required by Maine Revised Statues, Title 20-A, §156901 (1A)):

4.         ARTICLE IV - Appropriation for Foundation Allocation: 

A motion was made by Larry Davis and seconded by Patricia Davis that the District will appropriate for the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act and to see what sum the district will raise and assess as each municipality’s contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act in accordance with the Maine Revised Statutes, Title 20-A, section 15688:

M.S.A.D. #4’s contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act is the amount of money determined by state law to be the minimum amount that the district must raise and assess in order to receive the full amount of state dollars.

5.         ARTICLE V – Appropriation for Local Additional Funds:

A motion was made by Thelma Regan and seconded by George Nuite that the District will raise and to appropriate the sum of (Recommend 462,691.00) in additional local funds for school purposes under Maine Revised Statutes, Title 20-A, §15690.          

                                                                 Recommend $462,691.00

The additional local funds are those locally raised funds over and above the school administrative unit’s contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act and local amounts raised for the annual payment on non-state funded debt service that will help achieve the district budget for educational programs.

A motion was made by Raymond Morse to amend the motion by cutting the recommended amount 50% ($231,345.00) the motion was seconded by Jan Ronco.

After much discussion a motion was made by Michael Regan and seconded by Cassidy Regan that discussion cease.

After the amendment failed there was more discussion.  A motion was made by Richard Drummond and seconded by Carol Libby that discussions cease.

6.         ARTICLE VI – Summary:

A motion was made by Susan McAvoy and seconded by Michelle Ward that the District will authorize the Board of Directors to expend for the fiscal year beginning July 1, 2006 and ending June 30, 2007 from the District’s contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act, non-state-funded school construction projects, additional local funds for school purposes under the Maine Revised Statutes, Title 20-A, section 15690, unexpended balances, tuition receipts, state subsidy and other receipts for the support of schools.

A school administrative unit must include a summary article indicating the total annual budget for funding public education from kindergarten to grade 12 in the school administrative unit.  The amount recommended must be the gross budget of the school system.  This article does not provide money unless the other articles are approved.

     Recommend  $6,804,262.10

7.         ARTICLE VII – Capital Reserve Fund:

A motion was made by Patricia Davis and seconded by Donna Littlefield that the District will authorize the Board of Directors to expend in the fiscal year beginning July 1, 2006 and ending June 30, 2007 from the reserve already established for the purpose of boiler and energy efficiency projects at PCHS, PCMS, GPS, and the McKusick Elementary School.

                                                                   Recommend  $75,000.00

Vote:   Yes ~ Unanimous

8.       ARTICLE VIII – Adult Education: 

A motion was made by Lorna Marshall and seconded by Susan McAvoy that the District will appropriate for the Piscataquis Adult Education Cooperation (Recommend $28,750) and to see what sum the District will raise as the local share.

Recommend  $28,750.00

The total budget for the Piscataquis Adult Education Cooperative (M.S.A.D. #4, #41 & #68) is $212,071.38.

Vote:   Yes ~ Unanimous
